I don’t trust the federal government to do it responsibly, nor do I trust them to get it right on the first attempt. A state messing up on the first attempt is bad, but the fed messing up on the frist attempt could spiral into a global finincial catastrophe if their credit gets downgraded.
How is it a gamble? Nobody in their right mind is proposing a sudden switch from privatized healthcare to every health service being 100% paid by the government overnight. It's a slow transition that needs to happen.

Fingers get cold absurdly fast but a couple of seconds is fine, even a couple of minutes wouldn't be critical (tho very uncomfortable) and if there's no wind it honestly isn't that bad.
I live in the Midwest US and a couple years ago we had a wicked winter when we saw -40°. And I seem to remember the weather guys telling us to stay the f* inside you idiots. At that point they were measuring the temperature by how long exposed skin will take to get frostbite and how long it would take for hypothermia to set in.
I live in Quebec, I've been skiing in -40 weather. It's dangerous to go outside in those temperatures without proper protection but if you're somewhat used to it it's not that bad. I understand that they'd tell people in the midwest to stay inside because it's a really extreme temperature even for northern US and people are just not used to deal with this and might not understand the real dangers of it.
